CHILMARK PERSONNEL BOARD
Meeting Minutes of Thursday, July 10, 2008 @ 8:00 a.m.

CALL TO ORDER
Chairman Williams opened the meeting at 8:02 a.m.

REVISED PERSONNEL BYLAWS
The Personnel Board reviewed the Leave Sections of the Revised Personnel Bylaws.  The following represents the discussion:

Section 5.4 Bereavement Leave:  No changes.

Section 5.5 Military Leave:  The Board discussed the Statement of Support for the National Guard and Reserve policy that the Board of Selectmen adopted for the Town of Chilmark.  It was the sense of the Board that this statement of support should appear in the Procedure Manual and be deleted from the Personnel Bylaw.  

Section 5.6 Maternity Leave:  No changes.

Section 5.7 Paternity Leave:  It was the sense of the Board that Paternity Leave should be changed to unpaid leave, making both Maternity and Paternity Leave policies consistent.

Section 5.8 Jury Duty Leave:  No changes.

Section 5.9 Leave of Absence:  
Section 5.9.1 The Board discussed a minor revision of replacing Appointing Authority with Board of Selectmen, as this situation is not an appointing circumstance.

Section 5.9.2.  The Board discussed and drafted language to include in the Revised Personnel Bylaw to address leave of absence extensions and notification by the employee informing the Town of the intent to return.  

The Board approved the following language to include in the Revised Personnel Bylaws,
"Except in extraordinary circumstances, as determined by the Board of Selectmen, the period of leave of absence will not be extended."

"Thirty (30) days before the end of the leave of absence, the Employee shall provide notification to the Board of Selectmen of his/her intention to return to employment.  If the Board of Selectmen does not receive such notification, the position shall be considered vacant."

Section 5.10 Personal Leave:  No changes.

Section 6.0 Family Medical Leave:  
Section 6.1 Family and Medical Leave Act (FMLA):  No changes.
Section 6.2 Family Necessity Leave:  The Board made some minor edits to this section.

Section 7.0 Civic Leave:  It was the sense of the Board that the existing language needed to be revised for clarification purposes.  "Leave under this section is unpaid, unless approved by a Supervisor" was added.  

Section 8.0 Holidays:  No changes.

Section 9.0 Travel Reimbursement:  No changes.


CALENDAR
Due to scheduling conflict, the Board voted to cancel the July 17, 2008 Personnel Board meeting and reschedule the meeting on Thursday, July 24, 2008 at 8:00 a.m.  Christina will post the re-scheduled meeting date and notify appropriate parties.

With no further business, Chairman Williams adjourned the meeting at 9:40 a.m.
